UNC Chapel Hill, B.S., Economics, 1987; Campbell University School of Law, J.D., 1990. Former associate and partner with Lee, Reece, Weaver and High in Wilson, North Carolina , 1990-1993. Solo practitioner in Edenton, North Carolina with a general practice and emphasis on criminal and civil litigation, local government and real estate from 1993-2001. Merged with Holt York and McDarris in February 2002 to form Holt York McDarris & High, and in 2005 formed High & Crowe, LLP with William Crowe.   Hackney is an experienced local government attorney serving as the attorney for the Perquimans County Board of Commissioners, the Edenton-Chowan Board of Education, the Bertie County Department of Social Services and the Gates County Department of Social Services.  Past President, First District Bar Association; Past President, Chowan Arts Council; Past President, Chowan Unit of the American Cancer Society ; and Past President of the Edenton-Chowan Community Foundation; Hackney was elected to the Town of Edenton Board of Commissioners in 2019.  Finance Committee and Chair of Commmittee on wills, legacies, memorials, endorsements and building fund of the Edenton United Methodist Church.

Hackney High, Jr. in 2005.  William serves as the attorney for the Perquimans County Department of Social Services, the Chowan County Child Support Services and the Albemarle Child Support Agency.
